There are some requirements.
The 3 WYSL requirements are
(1) register with the WYSL Risk Management Program,
(2) take the 2 hour WYSL orientation course and
(3) take the 8 hour WYSL coaching course or prove equivalency.
The 2 town requirements are
(1) submit a background check form and
(2) join NYSCA as a soccer coach.
You can register with the WYSL Risk Management Program at http://wyslsoccer.org/RiskManagement/index_E.html. If you pass the background check, you will show up in the league database as cleared. I can check this for you. If there is a problem with your background check, the Eastern NY Youth Soccer Association will contact you via email with directions on how to proceed.
The WYSL orientation course is given several times at the beginning of the fall season and the beginning of the spring season. It is best taken in the fall because the course provides new coaches with a lot of useful information. The next WYSL orientation courses will be September 6th -- see http://www.wyslsoccer.org/home/194271.html to register.
The WYSL coaching course is offered just before the spring season of 2009. If you have a USSF F coaching license or the equivalent such as AYSO U12 certification, then you can apply for a waiver. You will need to give me a copy of the license.
The town background check form can be found here. After you fill it out, you should mail it to the Recreation Department ( New Castle Recreation & Parks Department, 200 South Greeley Avenue, Chappaqua, NY 10514). The town will contact you if there are any problems.
To join NYSCA as a soccer coach, go to https://www.nays.org/nyscaonline. You will be required to take 2 online course -- the general NYSCA course and then the soccer-specific course. After you have completed both, you should let me know your membership id so that the town can verify your membership.

Stay on Pondfield for ½ mile and Library is at the 3rd traffic light (Midland Ave).
Take right at 3rd light and park in back of Library or in Bronxville High School

Somers- Van Tassle Park Recreation Center, Primrose Street. Take 684
north to Exit 6- Cross River/Route 35. Left off exit onto Route 35 west for 1.5 miles.
Right onto Route 100N (Somerstown Rd). Go ½ mile and bear left onto Route 139
(Primrose St). North on 139 for 1 ¼ miles, pass Reis Park on right, Van Tassel Park
will be on right before Somers HS. Rec Center building is the one closest to Primrose Street.

Scarsdale Popham Road Firehouse. Upstairs meeting room. Corner White Plains Post Rd
(Route 22) and Popham Rd. North or south on White Plains Post Rd (Route 22) and turn
west onto Popham Rd between gas station and Firehouse. Go 50 yards and turn right into
parking lot behind Scarsdale Village Hall. Walk to front of firehouse, enter door on your left
as you face the firehouse. The meeting room is up the stairs.

Pleasantville - Rosenthal JCC. 600 Bear Ridge Road, From Armonk / Chappaqua:
Take Route 120, turn west on Bear Ridge Road. From south: Saw Mill River Parkway
north to Exit 27, right onto Marble Ave. Then left onto Broadway (Route 141). Go ½ mile,
right onto Lake Street. After ¾ mile slight right onto Bear Ridge Road.

Manhattan - Greek Church, 621 West End Ave, SW corner of West End Ave
& 91st Street. Take the Henry Hudson Pkwy south to the West Side Highway. Stay
in the left lane and get off at 95th Street exit. Follow 95th Street to West End Ave and turn right.
The Greek Church will be on the right at the corner of 91st. Parking is tough in this
neighborhood, the nearest garage is on 89th Street between West End and Broadway
Tuesday 9/23 7:30-9:30 PM
Rye Recreation Center, Midland Road, Rye. Take I-95 to Exit 19, Playland Parkway.
Straight on Playland Parkway to 2nd traffic light and turn left onto Midland Ave. Go
through one traffic light, Rye Recreation Center is on the left after 1/4 mile.
The meeting is in the Damiano Building, new Multipurpose Room downstairs.
